(Note: Department of Education programs for states are under the local government initiatives section.)

  • Syracuse University
  • “Since 1996, under the auspices of The Pew Charitable Trusts, the Maxwell School of Citizenship and Public Affairs of Syracuse University has rated the management capacity of local and state governments and selected federal agencies in the United States. The project, called the Government Performance Project (GPP), is administered by The Maxwell School's Alan K. Campbell Public Affairs Institute.” This project is also supported and funded by Governing Magazine.

The Community Benchmarks Program conducts and disseminates research that describes community conditions, encourages citizen participation, fosters civic discourse and provides a basis for public, private, and non-profit sectors to improve the quality of life within Onondaga County.

  • University of Hawai'i
  • The University of Hawai'i Institutional Effectiveness Report, 2002, updates the 2000 Benchmarks/Performance Indicators Report. The title of this report has been changed to reflect the importance the University places on linking University goals with evidence of specific achievements. This report is responsive to Board of Regents’ policy that requires regular and systematic assessment of programs, services, campuses, and the University system as a whole.”

  • Florida State University
  • In February of 2001, the Florida Center for Public Management (FCPM) “changed (their) name from the Environmental Management Unit of the Florida Center for Public Management to the Program for Environmental Policy and Planning Systems at the Institute of Science and Public Affairs (PEPPS).”

From July 1994 through October 1996 FCPM conducted the State Environmental Goals and Indicators Project (SEGIP). SEGIP was “a cooperative agreement between the US Environmental Protection Agency and the Florida Center for Public Management to assist state environmental agencies in improving their environmental management capabilities by providing procedural, technical and limited financial assistance in the development and use of environmental goals and indicators. The Project acts as a clearinghouse for public sector environmental indicator practitioners at different governmental levels.

  • University of North Carolina at Chapel Hill
  • The North Carolina Benchmarking Project (NCBP) was initiated in September 1995, providing a comparative basis for local governments to assess service delivery and costs. It allows municipalities to compare themselves with other participating units and with their own internal operations over time. The benchmarking process includes compiling service and cost information, cleaning the data for accuracy, calculating the selected performance measures, and comparing the results.
