Reporting initiatives – state government

  • National Governors Association
  • The NGA Center for Best Practices includes a Managing for Results section.

  • Arizona
  • Performance measurement activities for the state of Arizona are spearheaded in the Governor’s Office of Strategic Planning and Budgeting. Their mission statement is “to facilitate the effective and efficient allocation of resources in accordance with fiscally sound principles that will enable the Governor and state government to provide quality services to the citizens of Arizona.” This office provides a master list of all the state government programs. The planning information contained in this document, including key goals and outcome-oriented performance measures, provides the foundation to make government more understandable to the public, improve productivity and customer service, and strengthen accountability for results.

    “Former Superintendent of Public Instruction Lisa Graham Keegan's plan for raising the quality and outcome of educational instruction in Arizona revolved around two central themes: achievement and accountability.” To increase the achievement levels in Arizona schools, the Arizona Department of Education (ADE) conducts an annual assessment of their academic standards through the Arizona Instrument to Measure Standards (AIMS). In addition, to increase accountability, ADE developed the Student Accountability Information System (SAIS), a program for fundamentally advancing Arizona's school finance system. The ADE also has the School Report Card Program to provide comprehensive, yet concise, accurate information about Arizona schools.

  • Florida
  • The state of Florida is very active in performance measurement efforts. Perhaps most well-known are the efforts by the Office of Program Policy Analysis and Government Accountability (OPPAGA). OPPAGA provides the Florida Government Accountability Report (FGAR), an electronic encyclopedia covering over 400 state agencies and programs. OPPAGA has linked many of the benchmarks developed by the GAP Commission to the Florida agencies and programs it covers.

    Before its sunset, GAP published many reports on the performance of government services in Florida, including the comprehensive Florida Benchmarks and Critical Benchmark Goals, and the Government Accountability Reports exploring individual agencies and programs.

    Florida’s Performance-Based Program Budgeting (PB2) experience shows that focusing on performance has improved accountability for state programs, led to better public services, and produced cost savings.

    The Florida Transportation Commission was created to serve as a citizen’s oversight board for the Florida Department of Transportation. The Commission’s primary functions are to review major transportation policy initiatives, recommend major transportation policy to the Governor and Legislature, and serve as nominating commission in the selection of the Secretary of Transportation.

  • Illinois
  • The Public Accountability Project is about giving the citizens of Illinois the necessary information to enhance accountability throughout state government. This project is not only about making government more efficient and effective—it’s about earning the publics’ confidence in and respect for government.” Daniel W. Hynes, Comptroller.

    The Auditor General is a constitutional officer of the State of Illinois charged with reviewing the obligation, expenditure, receipt and use of public funds.

    Illinois State Board of Education provides performance data on individual schools.

  • Iowa
  • Results Iowa is one way for citizens to see what the government is doing with the responsibilities and resources given to it.

    The Iowa Department of Management works closely with the Governor's Office and other state agencies to make sure state government is both accountable and meeting the needs of Iowans. The Strategic Planning and Accountability (SPA) Team, within the DOM, is concerned with how state government does business. Is it producing the results Iowans value and is it doing so efficiently? To find out how well Iowa is doing, Results Iowa helps to explain how well the state government serves its citizens. The information also influences how others view Iowa.

    The Annual Condition of Education Report is published yearly by the Iowa Department of Education and provides a descriptive overview of the status of education in Iowa with respect to: enrollment; staff; programs; student performance; and school finance. The report provides state summary information and information by enrollment category.

    The Department of Corrections is committed to advancing the best practices in Iowa’s correctional system. Progress requires developing consistent opportunities to improve operational and program efficiency and staff effectiveness.

  • Louisiana
  • The Louisiana Department of Education implemented the School and District Accountability System in 1998 to help improve student learning by requiring schools and districts to demonstrate annual progress toward meeting state standards. The system is designed to allow you to search for data for specific districts and schools using

    The Office of Planning and Budget (OPB) in the Division of Administration is the official record keeper and repository of performance data and maintains LaPAS. The Louisiana Performance Accountability System (LaPAS) is an electronic database that tracks performance standards and actual performance information for Louisiana's state departments and agencies.

  • Maine
  • The State Planning Office, along with the Bureau of the Budget, has been given the lead in implementing the state's strategic planning and performance budgeting initiative. “In 1996, the Maine Legislature enacted P.L. 1995, Chapter 705 (as amended) which mandated that state government move toward a performance-based budget system. This law requires state agencies to conduct strategic planning that focuses on outcomes and to develop performance budgets that link spending to those outcomes. Performance budgeting allows Maine people to link spending with results and helps state government focus on the outcomes citizens expect.” Maine's Commission on Performance Budgeting was created in 1995 as a legislative/executive/judicial body responsible for overseeing the implementation of performance budgeting in state government.

    Maine's Department of Transportation tracks transportation-related performance indicators. In a report prepared in 1999 by the Maine Development Foundation, 22 indicators were profiled that help decision-makers understand the vitality of the transportation system.

    Maine Marks is a project of the Children's Cabinet. Governor Angus S. King, Jr. established the Children's Cabinet in 1995 to oversee and coordinate the delivery of services to children in Maine. The Children's Cabinet has established 12 specific outcomes, and has also identified specific indicators of Maine's progress toward achieving each outcome.

  • Michigan
  • The Office of Performance Excellence provides project consulting and process facilitation services to support agency efforts in promoting performance excellence. One of the strategic goals for the Office is to develop a high performance leadership system in state government.

    The Michigan Department of Education has been working hard to ensure that schools provide the knowledge and skills to prepare them for future success and to be productive citizens. The Michigan State Board of Education has approved a fair, challenging and supportive accreditation system to help all schools be good schools and is called Education Yes! — A Yard Stick for Excellent Schools. The DOE also produces Annual Yearly Progress (AYP) reports, as required as part of No Child Left Behind (NCLB) and Michigan Educational Assessment Program (MEAP).

    In addition, the Michigan Department of Education contracts with Standard & Poor’s Evaluation Services to provide impartial observations and benchmarks that can help local and state officials, educators, taxpayers, parents, and others better understand the complexities surrounding public education and make better-informed decisions about their schools.

  • Minnesota

    Office of Strategic and Long-Range Planning usually called Minnesota Planning identifies strategic issues and provides the information, analysis, coordination and tools necessary for informed decision making that will guide Minnesota’s future. (Pursuant to Reorganization Order No. 188, most of the functions, powers, duties and responsibilities of the Office of Strategic and Long-Range Planning (Minnesota Planning) have been transferred to the Department of Administration effective April 14, 2003.)

    In 1991 the Minnesota Milestones initiative was created. Minnesota Planning asked people from every region to describe what they wanted their state to be like in 30 years. The resulting vision, found below, describes the hoped-for qualities of Minnesota’s people, communities, governments, economy and environment. Nineteen goals distill the vision. Progress toward each goal is measured by a package of 70 indicators.

    Minnesota Planning developed the Children’s Report Card in 1994 to help the state and its 87 counties gauge the well-being of Minnesota’s children and youth.

  • Oregon

    Oregon Progress Board is an independent state planning and oversight agency. Created by the Legislature in 1989 to keep Oregon focused on the future, the Board is responsible for implementing the states 20-year strategic plan, Oregon Shines. The Oregon Progress Board tracks 92 indicators known as the Oregon Benchmarks, a broad array of social, economic and environmental health indicators.

  • Rhode Island
  • Since FY 1998 the Rhode Island Budget Department has worked to comply with the statutory requirements relating to reporting program performance measures. The performance measures presented in the FY 1999 Budget represent the culmination of Stage I of what the Administration considers to be a continuing process of identifying and refining those measures which State decision makers should be evaluating on a regular basis.

    Additionally all department and agency heads are required to perform annual a SWOT analysis (strengths, weaknesses, opportunities, threats) of all activities under their direction. The SWOT analysis is conducted as part of the annual Financial Integrity & Accountability report, which is submitted directly to the governor.

  • Texas
  • Texas Education Agency

    Texas School Performance Review

    Performance measures in the state of Texas are being used to strategically identify desired outcomes, focus on achieving those outcomes, and identify when and what improvement is needed to improve programs. The state of Texas has effectively institutionalized the use of performance measures, working through the Office of Budget, Planning, and Policy and the Legislative Budget Board.

    The State Auditor’s Office has also played a key role in training agency staff and verifying the reliability of the performance measures once they have been developed.

  • Utah
  • For 2 years the Utah Tomorrow Strategic Planning Committee and the Governor’s Office of Planning and Budget undertook an in depth review of the performance measures in the Utah Tomorrow Strategic Plan. Performance measures that could not be measured or were not relevant to management needs were eliminated while some new, more relevant measures were added.

  • Virginia
  • Virginia Results is the Commonwealth's main site for information on the performance of government agencies, operated under the Department of Planning and Budget. Virginia's current managing for results system has been operational since 1995. It is comprised of four, linked processes: strategic planning, performance measurement, program evaluation, and performance budgeting.
