ASPA Case Studies

ASPA's Center for Accoutability and Performance is engaged in a multi-year program to develop more than 50 case studies, from all levels of government, on performance management in government. These case studies are the first released by the Center. As new case studies are made available, this listing will be updated.

Californias Division of the State Architects Sustainable School Resource

The Collaborative of High Performance Schools has a collection of case studies regarding high performance schools that includes both K-12 and higher education facilities. These case studies are provided so that school officials can identify with both the practicality and feasibility of sustainable design implementation in their own renovations or new construction. As the number of high performance schools grows in California, more case studies will be provided to show how high performance building features can be implemented, their consequent effects on student health and performance, and their resulting lifecycle cost savings. Optimally, all California schools will one day be included in our case studies section and will be reviewed by school affiliated officials interested in sustainable design.

Energy Office of Michigan

The Energy Office promotes energy efficiency and renewable energy resource development to Michigan's residents, businesses and public institutions. Program activities are designed to encourage the use of new technologies and alternative fuels in buildings, industrial processes, vehicles and in power generation. Program objectives are advanced through a variety of services, including information dissemination, technical assistance, financial assistance and demonstration projects.

IBM Case Studies

OMB plans to formally integrate performance with budget decisions. This integration is designed to produce performance-based budgets beginning with the fiscal year 2003 budget submission. Case studies of agencies earning "greens" on their scorecards will be published here when they become available.

National Partnership for Reinventing Government

About 20 federal agencies wrote up their experiences in the use of strategic planning and/or performance measurement as case studies in the early stages of GPRA implementation in response to an initiative of the American Society for Public Administration (ASPA). This initiative was encouraged by the Office of Management and Budget, the President's Management Council, and the National Academy of Public Administration (NAPA).

Many of these case studies are of agencies selected as pilot projects under the Results Act. The lessons learned from these case studies should continue to be helpful as other Federal agencies move into strategic planning and performance measurement. (Site no longer updated)

New York City Partnership for Waste Prevention

The case studies listed below describe programs implemented by NYC Agencies, as well as those implemented by local governments in other states. The level of detail varies by case study.

North Carolina Local Government Performance Measurement Project

In the fall of 1995, seven large cities in North Carolina agreed to participate in a project that would attempt to measure and compare selected local government services and costs in a systematic manner that would allow them to compare their performance with other cities in the state.

Only a few services were selected in the beginning of the project so as to study these services exceptionally well. Several criteria were used to select the service areas. The participating units wanted to study programs and services that possess significant budgetary implications and have a direct impact on citizens.

U.S. Department of Transportation

The primary objective of this document is to provide a user-friendly toolbox of available technical methods that can be used by planning practitioners to better understand the regional-level impacts of alternative policies and investments affecting transportation system performance and land use patterns.
